In December 2014, four students were killed and 17 injured when security forces allegedly opened fire on a crowd that wasprotesting in Papua. Although investigations into the incident have been opened, due to the climate of impunity in Papuathere are concerns about whether these will be carried out impartially, thoroughly, and without undue delay. In many previous instances in Papua, investigations into human rights violations by security forces have been delayed, dropped, ortheir findings buried, leaving victims and their families without access to truth, justice and reparations.
